The most serious problem was substandard plumbing that caused waste from toilets on the second and third floors to cascade throughout the building. A light fixture in one room stopped working because it was filled with urine and fecal matter. The people responsible should be incarcerated in that police academy for the duration — on the first floor only.
Jeez, if this is the police academy, I'd hate to see one of their prisons.
When I first heard that they were building a police academy, I thought it would be fun and zany. You know, like that movie ... "Spaceballs."
But instead it was dark and disturbing, like that movie "Police Academy."
